Cell phones, without a doubt. At least with all the other devices the users generally only affect themselves. Cell phones, unfortunately, affect everyone within earshot (or everyone on the road around the cell phone user).

Never in my life have I seen such ignorance and disrespect as I do from some (many) people with their cell phones. I've seen people in stores at the cash register yapping on the phone while the cashier is trying to talk to them. I can't count the number of times I've wanted to deck a person in a restaurant who is talking loudly and apparently believes that the rest of us want to hear his/her end of the conversation as well. Movie theaters, bathrooms (ugh), hallways, you name it and someone has decided it's a good place to talk on a cell phone.

And, though I know there is a lot of controversy about this (and I'm not one to shy away from controversy), I believe people on cell phones - even hands free - cannot drive and talk at the same time. Without fail, every time I see someone on the highway going 40, then 55, then 65, then 45, etc. I just KNOW they're on the phone. When I see someone make an unannounced turn, stop for no reason, go through a stop sign or red light, cut someone off, weaving, or otherwise doing something really STUPID while being totally oblivious to everyone else on the road - it is almost a guarantee that they are on a cell phone.

People, listen up! EVERYONE has a cell phone now. YOU ARE NOT COOL BECAUSE YOU HAVE A CELL PHONE AND TALK ON IT INCESSANTLY IN PLACES YOU SHOULDN'T.
